As food development manager, Scott Graham is the driving force behind Education Authority Catering’s menu innovation and strategic food development across Northern Ireland.

With a career spanning fine dining through to large-scale public sector catering, Scott brings both culinary excellence and systems-level leadership to one of the UK’s largest school food operations, serving approximately 160,000 meals every day.

Scott has not only shaped nutritious and appealing menus for schools across Northern Ireland, but in 2023 he led the introduction of EA’s Harmonised Menu, the first service-wide menu of its kind, now implemented across all nursery, primary and special schools.

This landmark achievement delivered a single, consistent food offer to over 900 schools, improving equity of provision, simplifying procurement, strengthening allergen management, and ensuring every child receives the same high-quality meal regardless of location.

Since its introduction, EA Catering has recorded a 10% increase in school meal uptake, demonstrating the success of a consistent, high-quality food offer that resonates with pupils while supporting operational efficiency and nutritional compliance.

Building on this foundation, Scott spearheaded the Flavours of the World concept in post primary schools, introducing a series of eclectic dishes across all 136 post-primary schools catered for by the Education Authority.

This innovation broadened pupils’ food experiences while maintaining full compliance with nutritional standards. The impact has been particularly striking in post-primary settings, where sales have increased by 40% since its introduction in 2023. This is clear evidence of Scott’s ability to re-engage older pupils through creative and culturally diverse menus.

Central to Scott’s approach to food development is collaboration. He oversees Menu Masters working groups for both primary and post-primary menus, bringing catering managers together to co-design menus and supporting recipes that are practical for kitchens, appealing to pupils, and fully compliant.

He is a special adviser on all EA Catering procurement panels and works closely with key strategic suppliers to forecast food usage, support new menu rollouts and drive product innovation.
