Food Standards Scotland appoints Catherine Topley as new CEO
Abstract
Food Standards Scotland (FSS) has announced the appointment of Catherine Topley as its new chief executive who will take up the position in early July.

Topley is an accomplished public‑sector leader with significant experience in transformational change, corporate strategy and delivering public value. She replaces Geoff Ogle, who retires after 11 years leading Scotland’s food regulator since its establishment in 2015.

She currently serves as chief executive of the Student Awards Agency Scotland (SAAS), and has previously held senior leadership roles in the Scottish Police Authority and the Scottish Prison Service. Topley joins FSS shortly after the launch of its new five year strategy which delivers a food system that is safe, authentic and healthier.

The objectives of FSS as set out in the Food (Scotland) 2015 Act are to:

  • Protect the public from risks to health which may arise in connection with the consumption of food.
  • Improve the extent to which members of the public have diets which are conducive to good health.
  • Protect the other interests of consumers in relation to food.

Commenting on her appointment, Topley said: “The organisation plays a critical role in ensuring food in Scotland is safe and standards remain high. I look forward to working with colleagues and partners to build on the organisation’s strong foundations, strengthen collaboration and continue delivering for the people of Scotland.”
